Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment  

Malta opened its doors to high-net-worth families with a programme that allows individuals to invest in its economy for citizenship. The Malta Citizenship by Naturalisation for Exceptional Services by Direct Investment is one of the most highly regarded globally.

The Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment Regulations was launched in November 2020. It grants citizenship by a certificate of naturalisation to foreign individuals and their families who contribute to the economic development of Malta, following a residence status period. These regulations are one of the most highly regarded and exclusive and grant you visa-free travel rights to over 180 countries.  

The main purpose of these Regulations is to attract foreign direct investment and promote Malta’s position as a worthy jurisdiction for investment. The details below outline the process for granting Citizenship by Naturalisation for Exceptional Services by Direct Investment.  

Investment Obligations  

Applicants can choose between two options:  

  1. Apply for citizenship after 36 months residency status period.  
  1. Apply for citizenship after 12 months residency status period.  

It is important to note that a maximum quota of 400 applications (families) per year has been set, with a total maximum number of applications set at 1,500.  

During the residency stage, applicants and dependents must pay the following fees:

Moving on to the Eligibility Payment Request Voucher (EPRV) stage, applicants, dependents, and benefactors must pay the following fees:

Upon completing the required and chosen residency period, applicants must fulfil the citizenship investment obligations. During the Investment Request Voucher (IRV) stage, applicants must pay the following costs:

Exceptional Direct Investment (36 months of residency) €590,000 €50,000 
Exceptional Direct Investment (12 months of residency €740,000 €50,000 
Administrative Fee € 5,000 € 1,000 

Applicants are also required to purchase immovable residential property in Malta for at least €700,000, or take on a lease of residential immovable property for €16,000 per annum. The property must be retained for a minimum of five years from the date of issue of the naturalisation certificate. 

Moreover, applicants must donate to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organisation or society, or as otherwise approved by the Agency for €10,000.  

Eligibility Criteria  

For you to be eligible, you must meet the following criteria:  

  • Be 18 years of age or older.  

Eligibility may also extend to the main applicant’s dependents, including the spouse or de facto partner, or a person with whom a relationship is held through a status the same as or similar to marriage, children up to the age of 28, parents of both spouses/partners and grandparents under certain terms.  

  • Invest and fulfil residential property requirements as determined in the Regulations.  
  • Provide proof that you have held residency status in Malta for at least 12 or 36 months, depending on the chosen route.  
  • Meet all the application requirements.  

The Malta government aims to attract only people of the highest standards through the Malta Citizenship by Direct Investment and accord them Maltese citizenship. Applicants will be subject to due diligence scrutiny and expected to  

  • Have a clean criminal record.  
  • Not have been denied a visa to a country Malta has visa-free travel arrangements.  
  • Not be deemed a potential national security risk, have a reputational risk or is subject to criminal proceedings.
